As a functional department of SWJTU, Logistics and Capital Construction Office performs the function of the management of logistics and capital construction, support, service and surveillance; is responsible for formulating the goals and plans of school’s logistics and capital construction; making and implementing annual work plans. The main duties of the Office are as follows.
1.Implementing relevant national regulations on capital construction; strictly obeying relevant laws and regulations on capital construction; and setting and perfecting school’s rules and regulations on capital construction.
2.According to the school’s overall plan and development prospect, we are responsible for formulating and perfecting the overall plan and phased implementation plan of campus, making the annual plans of capital construction and implementing them, and supplementing and modifying school’s overall plan.
3.We are responsible for the management of various capital construction projects such as setting up the projects, submitting for approval, geological exploration, design, construction, completion and handover and etc..
4.According to the school's demand for repair, we are responsible for the plan, declaration and implementation of the projects such as repair by state funding, large-scale repair, daily maintenance, emergency repair and etc..
5.We are responsible for the preparation of statistical statements related to engineering construction and putting the statements on records; audited accounts, financial budget and final cost of engineering construction; the storage of state-owned property in capital construction.
6.We are responsible for the structural safety of the renovation of school’s public houses and the technical review of its conformance with the overall plan of campus, and the management of the illegal constructions on campus.
7.According to the school’s regulations on production safety, we are responsible for the management and surveillance of the school's geological disasters, infrastructure construction, large and medium-scale repairs and renovation projects, and routine maintenance and etc..
8.We are responsible for the collection, review and archiving of the files of engineering constructions.
9.We are responsible for the bidding or comparison of various projects cooperating with the Procurement and Bidding Management Office, preparation of the technical documents for bidding, review of the bidding documents and completion of the work of the bidding cooperating with other departments..
10.Implementing the national and local relevant laws and regulations on the management methods for universities’ logistics, formulating and implementing rules and regulations based on the reality and characteristics of school’s management methods for logistics, and being responsible for implementation, surveillance and inspection.
11.Performing the functions of logistics and administrative management on behalf of the school (including property management, water and electricity, pipe network, energy conservation, students’ dietary, health and etc.) and being responsible for the development plan of logistical support and annual operation plan of logistical support in accordance with the demand of school’s development.
12.Perfecting the logistical system that is suitable for the sustainable development of the school by exploring new ideas and measures for logistics support and further promoting the reform of socialization of logistics.
13.On behalf of the school signing agreements with various entities and companies that participate in the logistics support for the school, and being responsible for the inspection, surveillance, management and guidance of the implementation of the agreements and providing corresponding support and service.
14.We are responsible for the establishment of the school’s logistics support target responsibility system, the formulation and implementation of the assessment methods for the entities and the assessment standards for the service quality of logistics, and the annual assessment of each entity center.
15.We are responsible for the application, implementation and supervision of school’s logistics support funds.
16.Approving the projects of school's electricity consumption, circuit, renovation of water and sewage.
17.Under the leadership of the school’s BOT asset group, we are responsible for the construction and acceptance management of the BOT project and assisting in submitting for approval, the review and approval of the technical plans for the large-scale repair, extension and renovation of the existing BOT project, and the identification of the illegal BOT projects, supervision of health and epidemic prevention, campus environmental maintenance and remediation.
